How can a city make you legally do their work without pay? If you do not own the sidewalk how is this possible? Would it stand up in court? Could they make you shovel the street as well?

This is really interesting since on the navy yard the places that are not shoveled are owned by the government. All apartment buildings, condos, businesses have done done a great job. How do we report this?
